What ONE thing could I say to rattle him that only you and him would get?

Hypothetical: If she isn't considered legally competent enough to give consent and her mental capacity is so diminished, how can she possibly have safe sexual contact with another person? The inability to give consent means that it would be in a legal if not a moral sense considered rape, and the particular level of mental capacity means it seems difficult that she would form a romantic bond strong enough to consider sexual activity a normal part of that bond (the last one may just be blowing smoke, admittedly).
