Is that the only way? Let's say that I came into your shop, said "That's the chop-saw that somebody stole from my garage last week" and then pointed to the hidden location where my name was sharpie'd on.

Asking because people often don't have serial numbers of stuff that's stolen.

They're pretty much identical - they raise the legal age to 21 and literally don't do anything else.

So, basically, the argument is "Pass this bill to keep momentum from bills that are worse for the Tobacco industry"?

I agree that McConnell's bill isn't really that big of a deal -- smoking is really, really down among everybody, including the 18-21 crowd. Passing a law against something that's going away naturally isn't exactly an act of political courage.

However, I don't see the big conspiracy that you see. If I wanted to see the effect of Altria's lobbying, I'd look for the bills and regulations about vaping that are proposed but end up buried someplace.

I read, recently, that mental health issues among teenagers are more prevalent among the affluent in western countries. Do you believe that? Or is it a measurement problem? (Harder to get kids in eastern countries to admit to mental health issues?) If you do believe that, what do you believe the cause is?

In theory, the Oxford comma avoids ambiguity. ("the strippers, JFK and Stalin"). But, it creates another sort ("my girlfriend, Paris Hilton, and some other girl.")
