Do you think rubbing with mustard before a dry rub helps with flavor or more for adhesion of the dry rub?

Having a close friend who has lived in Africa, how can you assure with certainty that they are going to use the money wisely?. They cannot be convinced to quit crapping in the water, what makes you think they will be responsable with an income? Are we talking improved communites with power and the like or are we speaking about really rural areas where they have no police force and rely on the sungu sungu?
