yes and the german government is willing to do so but at the same time and because of the high numbers of people coming here, some MPs have already made proposals to adjust the the list of safe origin countries to include all of the balkans.

At the moment a lot of asylum seekers in germany are from former Jugoslawian countries but their acceptance rate for asylum is under 1% if I remember a recent news report correctly. So to lighten the workload on refugee officials the government will probably soon send people from the balkans back to their home countries very quickly.
