We've got the same model here in Norway. It's not a good solution. Keeping the buying illegal only serves as an incentive for underground prostitution, which in turn victimizes the women. The non-profits that do work with/for these women are against the law. The government is happy, because they think it's lowering prostitution, which might be the case on paper, but not in reality
