I am totally ignorant here on Arizona law, but at least at the federal level there is a limit to how many bills a senator/rep is permitted to introduce in any given session. Working with leadership is only good if the leadership is, well, leading. If the leaders are not on board with the Clean Election efforts, or others that don't fit Juan's constituents best interests, then there's no point in helping them stay.
