Is there any chance of increasing the size of engagements in the future, from single lance to perhaps company-size? I think it would be a ton of fun and open up a lot more potential tactics and strategies at that level.

Your comment doesn't make sense. If the funding distribution method doesn't factor in these differences, then they aren't ignoring it, the law is ignoring it. If the law ignores it then you can't really claim that it's an explanation for the inequality in the distribution of the funds.
