IMO it's more important to get them to care about their own neighborhoods. Drive through East Baltimore/West Baltimore and you watch people routinely throwing their garbage onto the streets. It's entirely normalized. I watched a bus about a year ago unload on North Ave and the first 5 or so people all got off the bus and immediately threw some sort of plastic drink container onto the ground. A trashcan was 15 feet away on the sidewalk. There's a reason Mr. Trash Wheel has so much to eat.

Howdy neighbor. I know you don't like to starve, but how the hell do we get the impoverished neighborhoods in Baltimore to care about littering?
