The less than exciting (and extremely speculative) answer is that some applications handled compatibility/version recognition really weirdly, and Microsoft wanted to avoid breaking compatibility with apps that may have used pattern matching or something similar to recognize Windows 9x versions as anything with a 9 in it.

What got you started in translating? Also what languages do you mostly program in? I prefer Java, HTML, CSS, and Javascript mostly
