Your rules of engagement letter should have a full call tree. From the top all the way to the bottom for an event exactly like this. It's pretty novice to have one guy on there. I wouldn't start without at least the CIO, the CISO, and a director level manager from the IT/Security team.

They also involve notifying the police that a test is taking place before hand. You would be out of your mind trying to test a utility or similar without having a police representative involved in the planning.

A simple shared secret symmetric encryption would handle it. Most microwave links have a dedicated inline encryption device or it's built into the transmitter it's self.

Then your receiver would be keyed to match.

VLANs aren't really for security, they just allow you to separate physically connected hardware into separate broadcast domains.
