Lower recruiting costs, lower workforce development costs, lower labor costs (wages+benefits)--this is fairly low-skill work, so they're fine to cycle people in and out quickly, and pick the best of the best for more permanent employment.

Same reason most companies pay for long-term "temps". Not saying it's right, but it's the way and shape of things in the current labor market.
