Can a vectorization of an average generic fake person be used to be inserted into core identity systems to make government systems start creating automatic digital footprints around that non existent person due to the data being asserted as authoritative by the AI model, thereby creating an ever growing passable identity e.g. a passport from that ghost person? If there are no red flags along the way, would it be possible for that fake object to convince core systems that it is a legitimate person? It seems that planting a seed inside the right system could create a self sustained identity, especially if that identity is managed regularly by an AI, ensuring that the "person" is registered as regularly going to the doctor, taking vaccine shots, school records, rejection of military service due to medical records, injecting fake tax records etc.

How difficult would it be for an AI to maintain such a person assuming that the government systems also use automated services based on AI technology?

Question 1: What is the best kind of evidence to prove violations of IHL?

Is it eye witness accounts, technical evidence (satellite photo, forensics), video/audio, confessions, a mix of all of the above or something else entirely?

Question 2: Is it an IHL violation, in itself, to deny an IHL violation if the person denying it, is proved to be lying e.g. if an ambassador has knowledge of a violation and blatantly denies it?
