As terrible as it may be, this rule is probably in response to the perceived (or actual, location depending) pedophelia problem. Military charter aircraft are rarely nice. Imagine an aging 777 that has 90% cattle car class seating, worse food than a normal airline, and still ends up being more expensive for the command than paying for a service member to fly commercial.
