I would talk to someone with a 3D printer or go to the modding community. I learned to mod from a place called acidmods.com; there is nothing those guys can't do, I'm sure you could pay them to do it.

Also, governments won't give money to solutions unless the problem has been studied. They don't care how obvious something is. Hell, they sometimes don't even care about evidence.
