I work in SCADA and it's ridiculously easy to do this. Say you've got a turbine spinning. it sends out so many pulses per RPM to its sensor monitors. Say 85.8 pulses mean 1 rpm. so over 60 seconds you'd get 8580 pulses . This would tell the scada system that you're running the turbine at 100 RPM.. Now say you tell the scada system that 42.254 pulses means 1 rpm.. So now the SCADA system thinks the turbine is only doing 50 RPM so it tells the system to speed up.. The display is telling you 100 RPM now, but now the system is actually spinning at 200 RPM. Whirrrrrrrr grind grind grind boom.
