To operate any orphanage in Ukraine, one needs a license from the central government. Do you already have that license, and if so, would you mind providing some means of verifiable proof of that?

Have you tried working through an international or domestic charitable organization?
As I suggested (here)[http://www.reddit.com/r/UkrainianConflict/comments/2bzl29/we_are_a_ukrainian_orphanage_and_our_home_is/cjaitki], you will be much better served receiving donations through an established nonprofit organization based in Europe or the United States. Because these organizations are governed by law forcing them to follow what's known in the US as "expenditure responsibility" ( or the equivalent in whichever EU nation in which the organization receiving donations is headquartered), it guarantees a level of legitimacy that you soliciting donations independently will not have.
Since you have not openly provided verifiable specific details of your orphanage, your legal status and situation, nor your affiliation with any verifiable charitable or humanitarian organization, it can be very difficult to easily demonstrate the validity of your claims.
This is not meant to accuse you of being illegitimate, but simply a strong recommendation on how you may demonstrate your charitable nature and intent for the use of any funds raised.
Without working through a charitable organization, particularly if you are unwilling to provide specific, independently verifiable information as to who you are and what you do, you do run the risk of being seen as a less than legitimate recipient of funding - one whom I would doubt that Indiegogo would forward any funds due to strict laws against funding unverified international sources.
Most importantly, many country's laws can hold individual donors liable for transferring money to illegal entities or for illegal purposes.
