It's pigmentation. The same pigmentation that makes nipples and ballsacks darker.

I'm assuming it works the same way as regular skin bleach. How it lightens, I don't know. Possibly by killing the pigment producing cells, or ridding the skin of the pigment itself. But essentially, yes. You could remove the pigment from other areas of the body using anal bleach.
