I might be wrong here but In both copper cables and fibre lines signals travel at the speed of light (300 000 000 m/s). However in fibre lines the signal is sent as light and in order to this it's reflected back and forth within the cable (it zig zags its way through the cable) this gives and effective speed or around 200 000 000 m/s for fibre giving a higher ping as it takes longer to get to the server and back to you. The advantage is in bandwidth as fibre lines can carry much larger amounts of information making up for the slower transmition speed.
