The sin tax going to public education seems insincere as many states reduce education funding by an amount equal to the new revenue source. Does Colorado have a provision that prevents this from happening?

Yes, but what prevents the state (over the next few years) from simply reducing its contribution to new facilities and maintenance?

Okay. Just wait until the next "difficult economic period" when the State is looking around for revenue to cover expenditures. It always happens because of the cyclic nature of revenues. The legislature will blame the economy as they trim or redirect the sin tax revenue.
