Afghanistan becoming a true democracy is not the goal. By definition it is the law of the majority. Considering the religious extremism and persecution of the region, minorities will never be safe in a democracy. Some form of republic, with western support, will be necessary to maintain any sort of equality.

As seen with the recent rebellions in the Middle-East, Muslim nations can not be democracies and fit in with the civilized world. Until the separation of mosque and state is standard, dictators, monarchs, or other oligarchs will be necessary to maintain peace and safety.

EDIT: Guess I should ask a question: Have you seen an increase or decrease of racial, gender, and religious equality in the region? Is it encouraged by local governments, or the population?
