Co-ops don't have landlords though, so I'm not sure how you imagine this working. Most people can't afford to buy an apartment or maintain it, that's the advantage to renting. It's also flexible, as you can move apartments relatively easily to pursue opportunities elsewhere or for lifestyle changes, whatever.

If you force people to own then it creates a burden for those that don't want to be stuck trying to sell an apartment if they want to move elsewhere, rather than just giving notice and peacing out.
