In Michigan, we have $.10 return on soda cans. My wife's family has a party store where, on a number of occasions, an individual has bought a few cases of soda on their Food Stamp card, and proceed to go out in the parking lot to pour the soda into the drain. They then return with the empties and use the money to buy a pack of cigarets.

Does your agency track this kind of use? How frequent is misuse? Are there any studies that show the kinds of foods most often purchased? Is there anything that can be done (other than refusing to sell to that individual) to curb needless waste?

Most tellers are required to keep a low count. They can buy from the senior teller, or vault if needed.

Just a note. You are NEVER too young to open a business.

I started two the year I graduated high school and have sold those and started 2 since.

In most locations it's easier to form a business than to get a driver's license.
