At my company, interviewers are explicitly told not to give any kind of feedback to the applicant on the spot. Neither negative, nor positive.
The reason is that the interviewer's opinion is just one of the many factors taken into consideration when making the hiring decision later, during the wash-up meeting between HR, the interviewers and the hiring managers. If the interviewer gave positive feedback after the interview, then the applicant will be much more disappointed if they end up getting rejected. They might even call us back saying "wtf you told me I had the job", etc. And that's a lose-lose situation for all parties involved.
