Wasnt the Elo system originally designed for ranking chess players?

Most of our police are unarmed. This happened in the middle of the collective holiday season, where most public branches are shut down or atleast not fully staffed. If my memory serves me right, they had to call in forces from another district, since all the avaliable men had already responded to the bomb site... And when a guy mercilessly slaughters 80 kids, teenagers and adults with automatic rifles, he wouldnt think twice about that one officer with a handgun.

Im not defending the police's efficiency, but there were a lot of factors at play; most importantly that something like this had never happened in our country, so they didnt have appropriate training to deal with the situation. I remember hearing about the explosion and just dismissing it as a gas leak or something at first; thats how foreign the idea of terrorism is in this country.
