What are your feelings on Narcan? Users knowing if they OD they get Narcan. For free. Something has to be done. Charge them for it or a ticket something. Thoughts?

What are your thoughts on Narcan? Drug users knowing if they OD they will get Narcan. I think they need to charge them for it and or get a big ticket also. Thoughts ?
