What are the chances that ARM is going to be funded by Congress? To me it always seemed somewhat lacking in support from that direction.

If I remember correctly Congress wanted more info on missions beyond EM-2, when can they (and we) expect answers on that? And what might those missions be? Europa Clipper? Venus Flyby? Uranus Orbiter? Or something else?
